Permit or maintenance?

Common Eagle County Permit Examples

Permit commonly required

  • New construction
  • Addition or structural change
  • Change of occupancy
  • Roof repair or replacement
  • Exterior window or door replacement
  • Furnace, boiler or heat pump
  • Wood stove or fireplace
  • Structure demolition
  • Electrical/plumbing/mechanical work
  • Grading or earth disturbance

Examples that may not need a building permit

  • Painting or papering
  • Floor-covering replacement
  • Non-structural patio or sidewalk
  • Deck less than 30 inches above grade
  • Normal maintenance
  • Qualifying detached storage shed

A detached shed must be under 120 square feet, under 10 feet at the roof peak and contain no electrical, plumbing or mechanical systems to fit the County’s published no-building-permit example. Setback and grading rules still apply.

Starting early is expensive: Eagle County’s code-enforcement guidance states that work started without a required permit can be charged at four times the normal permit fee.
Online application workflow

Apply Through Citizen Self-Service in Seven Steps

Confirm unincorporated Eagle County jurisdiction

Verify the parcel is not inside Avon, Basalt, Eagle, Gypsum, Minturn, Red Cliff, Vail or another incorporated municipality.

Prepare: The 12-digit parcel number, site address and legal description.

Open the exact project checklist

Use the County checklist for new residential, commercial, addition, deck, roof, manufactured home or interior alteration work.

Identify prerequisite approvals

Check Planning, wildfire, fire district, grading, water supply, OWTS, driveway, energy and Exterior Energy Offset requirements.

Do this before: Finalizing expensive architectural and engineering plans.

Create or sign in to Citizen Self-Service

Use an email address that the owner, applicant and project team can continue accessing throughout review and construction.

Select the correct main permit and sub-permits

Submit RES for residential or COMM for commercial work, then identify every plumbing, mechanical, electrical, roof, fireplace, solar, window or fire-alarm permit needed.

Avoid duplicates: Do not start a second application merely to correct the first one.

Upload the complete PDF package and pay review fees

Upload clearly named plans, calculations, checklists and supporting approvals. Building and plan-review fees are due at application before review starts.

Useful file names: Site-Plan.pdf, Architectural.pdf, Structural.pdf, Energy.pdf and Wildfire-Plan.pdf.

Track reviews, answer comments and wait for issuance

Monitor the portal, submit coordinated revisions and complete every department approval. Do not begin work until the permit is formally issued.

Keep for construction: The posted permit sign and stamped approved plans.

Professional stamps: Eagle County’s FAQ states that residential footing, foundation and framing details must be stamped by a Colorado-licensed architect or engineer. Commercial plan details require the applicable Colorado-licensed architect and engineer stamps.
Mountain design criteria

Design for Eagle County’s Snow, Wind and Cold

Design item
Current county guidance
What it means
Ground snow load
Varies by site elevation
Use the current Colorado Ground Snow Map/design data for the project location
Wind
115 mph, three-second gust
Coordinate structural and exterior-component design
Seismic category
Category C
Structural details must address applicable seismic requirements
Weathering
Severe
Material durability and exposure details matter
Frost depth
48 inches
Footings generally extend below the stated depth unless geotechnical design controls
Winter design temperature
−20°F
Heating, plumbing and envelope systems must account for mountain conditions
Ice barrier
Required three feet from exterior edges and in valleys

Site elevation matters. Do not reuse a structural design from a lower-elevation property without confirming the correct snow load and geotechnical conditions.

Projects commonly affected

  • New buildings.
  • Additions.
  • Exterior decks.
  • Re-roofing.
  • Exterior siding replacement.
  • Projects on a property without an assigned hazard rating.

Hazard rating controls the design

The site is assigned a low, moderate, high or extreme wildfire-hazard rating.

The rating can affect defensible space, roof class, decks, exterior walls, vents, landscaping and firefighting-water requirements.

Request hazard rating
Stake building footprint
Initial wildfire inspection
Complete defensible-space work
Verification inspection
Construct approved materials
Final wildfire inspection
Two inspections can occur before issuance. The first identifies defensible-space work after the proposed footprint is staked. The second verifies that the required vegetation work was completed.

Published wildfire fee

Eagle County lists a $200 wildfire fee for new builds, decks and additions.

The charge is calculated during review and due at permit issuance.

Wildfire contact

Call Eagle County Wildfire Mitigation at 970-328-8816 for the building-permit site assessment and hazard rating.

  • Credit-card payments are accepted up to $10,000.
  • Cards may be used in the portal, by phone or in person.
  • Checks should include the permit or invoice number.

Contractor rules

Eagle County Does Not Issue a General County Contractor License

What the County states

  • No separate general contractor license is required specifically for unincorporated Eagle County.
  • The actual contractor and subcontractors must still be identified correctly.
  • Permit responsibility and inspection coordination should be clear.

Licensed trades still matter

  • Electrical licensing is verified through Colorado DORA.
  • Plumbing licensing is verified through Colorado DORA.
  • OWTS engineers and installers have separate qualification requirements.
  • Fire-district requirements may also apply.
Owner-builder applicants: Taking the permit in the owner’s name means accepting responsibility for code compliance, licensed trades, job-site safety, inspections and final closure.
Water and wastewater

New Habitable Construction Needs a Legal Water Source

Proof of water

The Building Resolution requires proof of an adequate potable-water supply for new habitable construction containing plumbing fixtures.

  • Water-service commitment or paid tap receipt.
  • Valid Colorado well permit.
  • Approved alternative supply such as a cistern when allowed.

On-site wastewater

A separate OWTS permit is required for new installations, alterations or repairs of an onsite wastewater system.

  • Use a Colorado-registered professional engineer for design.
  • Use an Eagle County-licensed OWTS installer.
  • Email design documents to environment@eaglecounty.us.
2026 OWTS update: Eagle County’s updated regulations became effective March 6, 2026. The separate transfer-of-title adequacy-review provisions are scheduled to begin January 1, 2027.

Grading permit

Eagle County requires a grading application for soil disturbance, excavation and earthwork. Engineering issues a formal exemption when the work qualifies.

Road or driveway access

A right-of-way or highway-access permit may apply to new or improved access, including work connecting to US 6, US 24, CO 82 or CO 131.

Planning search tip: Have the 12-digit parcel number, physical address and legal description ready. PUD standards may differ substantially from ordinary zone-district tables.
