Confirm Jurisdiction, Apply in Accela and Keep a DuPage County Permit Active Through Final Inspection

DuPage County does not issue building permits for every property with a DuPage mailing address. The County Building & Zoning Department generally serves unincorporated parcels; incorporated cities and villages usually operate their own permit offices.

This guide starts with that jurisdiction check, then explains Accela submission, current May 1, 2025 fees, drainage and zoning dependencies, contractor registration, the 24-hour inspection notice rule and the 180-day permit-activity deadline.

Application workflow

Apply Through DuPage County Accela in the Correct Order

Confirm the property is unincorporated

Use the County property lookup, municipality information and zoning lookup before creating a Building record.

Do not rely only on the postal address. A Wheaton, Naperville, Lombard or other mailing address does not automatically identify the permitting authority.

Find the parcel PIN

Use the official property lookup and save the parcel identification number, legal address and owner name.

Check the zoning district and setbacks

Enter the PIN without hyphens in the County zoning lookup. Contact Building & Zoning when the property has no County zoning result.

Choose the exact Building record

In Accela, select Building and choose the appropriate residential accessory, residential building, commercial, demolition, grading or other permit type.

Avoid: Using a miscellaneous application when a project-specific application is available.

Prepare the correct plan package

Use the County permit forms and project handouts for site plans, surveys, construction drawings, drainage, owner authorization and professional seals.

Complete outside approvals early

Confirm township or County road access, sewer, well, septic, fire sprinkler, floodplain and utility requirements before expecting permit issuance.

County sewer rule: New structures, teardowns and additions exceeding 800 square feet on County sewer may require a new service line.

Register all contractors

General contractors and subcontractors working in unincorporated DuPage must be registered before permit issuance and before work begins.

Insurance: The certificate should identify the contractor correctly and show DuPage County Building & Zoning as certificate holder when required.

Submit and pay the application fee

Upload the application and supporting documents in Accela and pay the category-specific application fee.

Fee rule: The Building application fee is nonrefundable but is credited toward final permit fees when the permit is issued.

Respond to plan-review comments

Download every correction, submit a numbered response letter and replace all affected plan sheets in one coordinated revision.

Outside consultant review: When used, the County charges the actual consultant fee plus a 20% administrative charge.

Pay final fees and obtain issuance

Complete permit, plan-review, drainage, bond, contractor and outside-agency requirements before construction begins.

Do not start work from an application number. Confirm the Building permit is formally issued.

Permit activity deadline

Avoid DuPage County’s 180-Day Permit Void Rule

After issuance

The permit becomes void when work authorized by the permit does not begin within 180 days after permit issuance.

During construction

The permit also becomes void when more than 180 days pass between required inspections.

An open portal status is not enough. Track the date of the last required inspection and contact Building & Zoning before the 180-day deadline when work is delayed.
