St. Clair Shores permit action guide

Apply Through BS&A, Prepare Lakefront Reviews and Close Every St. Clair Shores Inspection

St. Clair Shores uses BS&A Online for permit applications, payments, permit searches, inspection records and rental-property information. The City also maintains detailed PDF applications for building, electrical, plumbing, mechanical, fences, driveways, right-of-way work and soil erosion.

Local review is especially important near Lake St. Clair, canals and the Milk River. Projects can trigger soil-erosion controls, flood-elevation documents, drainage requirements, utility reviews and Engineering sign-offs in addition to the construction permit.

This guide shows what to submit, which fees and bonds may apply, how to prepare for inspections and what must be completed before occupancy.

Online permit workflow

Apply for a St. Clair Shores Permit in Seven Steps

Confirm the property and zoning constraints

Verify the correct work-site address, lot dimensions, zoning district, property lines, easements and overhead utilities before starting the application.

Local setback examples: The City’s help page lists 2.5 feet from side and rear property lines for sheds or garages and six feet for pools. Confirm the current rule for the exact property.

Create or sign into a BS&A account

Open the St. Clair Shores municipality page and choose “Apply for a Permit.” Contractor and applicant details can be saved through the account.

Select the correct permit type

Choose the exact application for building, electrical, plumbing, mechanical, fence, driveway or another regulated activity.

Do not combine unrelated work: A building permit does not replace electrical, plumbing, mechanical, right-of-way or soil-erosion permits.

Enter a complete description and job cost

State what is being removed, installed, repaired or constructed. Enter accurate dimensions and the complete labor-and-material project value.

Better description: “Construct a 12-by-16 rear deck with concrete footings, stairs, guards and two exterior electrical outlets.”

Upload the plans and supporting forms

For listed exterior and structural projects, provide two plan sets—or three for commercial projects—showing the plot plan/survey and a cross-sectional construction view.

PDF names: Plot-Plan.pdf, Section-Drawing.pdf, Building-Plans.pdf and Contractor-Documents.pdf.

Resolve plan-review and department comments

Respond to each request completely. Projects near water, involving new construction or changing commercial occupancy may require multiple departmental reviews.

Correction response: Identify the reviewer comment, answer, revised document and changed sheet.

Pay and confirm formal permit issuance

Pay the final assessed invoice through BS&A or as directed by staff. Confirm the permit is issued before beginning work.

Work-start penalty: The posted building application lists a $30 administrative charge for beginning work without the required permit.

Lake, canal and river projects

Check Soil Erosion and Flood Elevation Before Excavation

Soil-erosion permit trigger

The 2025 new-construction guidelines require a soil-erosion permit when the property is:

  • Within 500 feet of Lake St. Clair
  • Within 500 feet of a canal
  • Within 500 feet of the Milk River
  • One acre or larger
  • Disturbing protected land area
  • Performing qualifying right-of-way work

Before excavation

  • Submit two SESC plan sets
  • Install silt screen
  • Create wash-down controls
  • Protect catch basins
  • Obtain the required inspection
  • Prevent mud tracking and off-site sediment
No permit does not mean no controls. Projects below the formal soil-erosion threshold must still comply with Michigan Part 91. Mud tracking or sediment leaving the site can produce a stop-work order and reinspection charge.

Flood-elevation review

New dwellings and work in the flood-hazard zone require elevation information prepared in NAVD 88 by a Michigan registered land surveyor.

The City’s new-house packet uses a base flood elevation of 578.6 for its Engineering review.

Certificate sequence

  • Initial elevation certificate or survey data.
  • Backfill certificate before backfilling basement walls.
  • As-built certificate before occupancy.
  • Engineering approval of required elevations.
Fence and pool rules

Use the Current Project-Specific Application

  • Residential application fee: $100.
  • Commercial application fee: $150.
  • Plan review, when applicable: $30.
  • Show the proposed fence location.

  • Pool must be in the rear yard.
  • Keep at least six feet from side and rear property lines.
  • Keep four feet between the outside pool wall and another building.
  • Electrical permit and inspections required.
  • Pool area counts toward lot coverage.
  • Submit two plan sets and a cross-sectional drawing.

Find St. Clair Shores Permits, Inspections and Rental Records

Open the St. Clair Shores BS&A page

The municipal dashboard includes Building Department Record Search, Assessing Search, payment services and Rental Property Search.

Use the simplest reliable search

Start with the property address. Use the parcel number or Building Department record number when the address produces too many or no results.

Open every related permit

A single project can have separate building, electrical, plumbing, mechanical, fence, driveway or soil-erosion records.

Check inspection and final status

Confirm whether each required inspection passed and whether the record is final or closed.

Request a plan search when needed

The posted building-fee form lists a $30 plan-search fee. Ask what years and document types are available before paying.

Buying or leasing property? A permit number does not prove the project was completed. Check every related trade permit, certificate, rental registration and code-enforcement matter.

Ask the department

  • Which inspection is missing?
  • Has the permit expired?

How much is a St. Clair Shores building permit?

The currently posted form lists a $50 nonrefundable application fee plus a job-cost-based permit charge. Jobs of $300 or less use a $30 permit fee; jobs of $301–$5,000 use $50; larger jobs add amounts per $1,000. Plan review and bonds may also apply. Confirm the final City invoice.

When is a soil-erosion permit required?

The new-residential guidelines require a soil-erosion permit when property is within 500 feet of Lake St. Clair, a canal or the Milk River, or when the site is one acre or larger. Projects below that threshold must still prevent sediment and mud from leaving the property.

What should I do about an old open or expired permit?

Search the permit in BS&A, open every related building and trade record and contact the department. Ask which inspections, corrections, plans, bonds or certificates remain and whether a written extension or new permit is required before work continues.
