Pinellas County Building Department: Permit Search & Permits

Pinellas County permit action guide

Use the Pinellas County Access Portal From Jurisdiction Check to Permit, Inspection and Final Closeout

Do not begin with the application. First confirm that Pinellas County—not Clearwater, St. Petersburg, Largo, Pinellas Park or another municipality—handles the property.

Once jurisdiction is correct, this guide shows the practical route through Accela: choose Express, Residential or Commercial, upload the right plans, clear flood and zoning review, schedule inspections, find old permits and confirm that every record is closed.

Online application

Apply Through the Pinellas County Access Portal in Seven Steps

Confirm jurisdiction
Choose record type
Enter property
Upload digital files
Clear reviews
Pay official invoice
Issue, inspect and close

Verify the county is the correct authority

Use the Property Appraiser, My Neighborhood or county municipality list before creating a permit record.

Partner-community applicants: Belleair Beach, Belleair Shore, Indian Rocks Beach, Kenneth City, Oldsmar and Safety Harbor may require local pre-review documents before county processing.

Create or sign into the Access Portal

All permits are online-only. Contractors must connect an active license, while delegates create separate accounts and receive permissions from the contractor.

Select Express, Residential or Commercial

Use Express only when the exact project appears in the eligible list. Do not combine several Express permits to replace a Residential or Commercial record.

Enter the property and project accurately

Use the legal site address, parcel information, complete work description, valuation, owner, contractor and all required subcontractors.

Subcontractor rule: Required subcontractors must be listed before issuance and before calling trade-specific inspections.

Upload one complete digital package

Use readable PDFs and clear names such as Permit-Application.pdf, Site-Plan.pdf, Structural-Plans.pdf and Product-Approvals.pdf.

Do not upload: scan1.pdf, final-final.pdf or unlabelled photographs without an explanation.

Monitor review comments

Open the record’s Processing Status and review messages from Building, Zoning, Floodplain, Development Review, Utilities, Fire or other agencies.

Correction response: Repeat each comment, explain the correction and identify the revised sheet.

Verify the county invoice before paying

Pay only inside Accela or in person. Confirm that the email comes from pinellas.gov or no_reply@accela.com.

Scam protection: Call 727-464-3888 when an invoice, sender or payment instruction looks unusual.

Wait for permit issuance

Submitted, approved or fees paid does not always mean the permit is issued. Download the issued permit and approved plans before beginning work.

  3. Complete every required field.
  4. Upload supporting documents.
  5. Pay the required fee.
  6. Monitor until the permit is issued.

Owner-builder route

The county says owner-builders apply for Express permits in person at 440 Court Street.

Bring identification, ownership verification, the owner-builder disclosure and the project documents.

Office: Monday–Friday, 8:00 AM–4:00 PM.

Do not split a larger remodel into several Express applications. Express permits are standalone records and cannot be combined to avoid Residential or Commercial review.

Schedule online

Log in, open My Records, choose the active permit, then select Record Info → Inspections.

Next-business-day target

Schedule before 3:30 PM when seeking the next business day.

Earlier county instructions referenced 4:00 PM; use the earlier cutoff to reduce risk.

Inspection Tracker

The primary permit contact can receive text updates with the scheduled window and estimated inspector arrival.

Before requesting

  • Permit is issued
  • Correct inspection selected
  • Work stage is complete
  • Work remains visible
  • NOC handled if required
  • Site contact is current

Before arrival

  • Approved plans onsite
  • Permit information available
  • Gates unlocked
  • Ladders safely placed
  • Animals restrained
  • Corrections fully completed
Virtual inspections: Pinellas County offers virtual inspections for selected permit and inspection types. Confirm eligibility before choosing the remote route.
Do not cover work before approval. Framing, reinforcement, wiring, plumbing, mechanical, insulation and concealed connections may need to remain visible.
Notice of Commencement

Handle the Florida NOC Before the First Inspection When Required

General construction threshold

Florida law generally requires Notice of Commencement information before the first inspection when the direct contract exceeds $5,000.

HVAC threshold

The first-inspection requirement generally does not apply to repair or replacement of an existing HVAC system below $15,000.

Record matching

Owner, contractor, legal description and property details should match the permit application.

Record and post correctly: Use the current county form and Clerk recording process. A Notice may become void when work does not actually begin within the statutory start period.

Search Permits Without a Contractor License

Open Search Permits

Begin on the Access Portal and choose the Building permit-search function.

Start with street number and street name

A broad address search is often more reliable than entering every direction, unit and suffix at once.

Select the correct permit

If the property has several records, open each relevant permit instead of assuming the newest record covers all work.

Open Processing Status

Use Record Info → Processing Status to review workflow, comments and outstanding reviews.

Check inspections and closeout

Confirm required inspections are approved and that the main permit and related trade permits show final or closed status.

Buyer and seller protection: Finding a permit number does not prove the work was approved. Check inspection history and final status before closing or making final contractor payment.

Use This Recovery Checklist

Collect

  • Permit number
  • Property address
  • Parcel number
  • Original scope
  • Approved plans
  • Contractor history

Ask the county

  • Which inspection is missing?
  • Has the permit expired?
  • Can it be extended?
  • Are revised plans needed?
  • Are trade permits open?
  • What proves final closure?
Six-month inactivity rule: A Pinellas County permit is generally valid for six months from issuance or the last approved inspection. A dormant project may expire and requires written Building Official approval for an extension.
Floodplain and storm recovery

Do Not Repair a Flood-Damaged Property Before the County Review

Substantial-damage review

The county compares repair cost with the building’s structure value to determine whether floodplain-compliance upgrades are triggered.

49% improvement limit

Pinellas County states that improvements remain subject to its 49% structure-value rule even when the property was not determined substantially damaged.

Do not repair first

Unapproved repairs may have to be removed or redone at the owner’s expense.

Verify Every Contractor Before Permit Issuance

Portal license connection

  • License must be active
  • License holder is account owner
  • Delegates use separate accounts
  • PCCLB record must be current
  • Insurance must be current
  • Permit company must match contract

If the license will not appear

The county cannot update PCCLB license information. Contact the Pinellas County Construction Licensing Board when the license is expired or inactive.

State-regulated categories not handled by PCCLB may need license, insurance and identification documents emailed to Building@Pinellas.gov.

Subcontractor rule: The primary contractor or authorized delegate must add subcontractors before issuance. Contractors must be listed before performing work or requesting trade-specific inspections.
Owner-builder path

Understand the Responsibility Before Pulling Your Own Permit

Residential owner-builder

A qualifying owner may build or improve a one-family or two-family residence or farm outbuilding for the owner’s use or occupancy.

Limited commercial work

The county FAQ describes an owner-builder path for qualifying owner-used commercial improvements with costs not exceeding $75,000.

The exemption does not remove liability. The owner accepts responsibility for licensing checks, worker coverage, code compliance, supervision, inspections, liens and final closeout.
Fees and payment

Use the Current County Schedule and Accela Invoice

Permit and review charges

Fees depend on record type, project scope, plan review, inspections, flood review, development review and related services.

July 1, 2026 update

The county announced changes to certain inspection and private-provider fees to comply with House Bill 803 and Florida law.

Payment method

Pay through the official Access Portal or in person. All major credit-card types are currently accepted online.

No generic fee calculator is used here. A percentage estimate cannot reliably include minimum fees, reviews, inspections, flood-zone charges, development fees or current 2026 private-provider rules.
