Substantial-damage review: Pasco’s current storm guidance treats repairs costing 49% or more of the structure’s Actual Cash Value—excluding land—as substantially damaged for its floodplain process. Do not begin major flood repairs until the required determination and permit path are clear.

Confirm Who Is Legally Responsible for the Work

Owner-builder

  • The County states that the exemption applies with restrictions when the property is the owner’s primary residence.
  • The property cannot be a rental under the County’s stated owner-builder guidance.
  • Complete the Owner Builder Disclosure and Owner-is-Contractor Registration Form.
  • The owner accepts supervision, permit, safety and inspection responsibilities.
Contractor-identification enforcement: Pasco states that increased enforcement began May 15, 2026. Contractor vehicles must display the business name and license number on both sides with contrasting lettering at least 1.5 inches tall, and advertisements must include the appropriate license or certificate number. The County lists a $500 fine and mandatory court appearance for each violation.

Timing rule: The owner must notify Pasco County that a private provider will be used when the permit application is submitted. The private provider must also be registered with the County.
Violations and expired permits

Use the Correct Recovery Path for a Stop-Work Order or Open Permit

Building violation or stop-work order

  1. Stop all work immediately.
  2. Contact the investigator shown on the notice.
  3. Collect plans, photos, contracts and ownership information.
  4. Visit the nearest Central Permitting office with the required documents.
  5. Apply for the after-the-fact permit or return the work to an approved condition.
A permit for a building violation cannot be obtained through the normal online route. The current owner remains responsible even when the work predates the purchase.

Expired or unclosed permit

Unless otherwise noted, Pasco says a building permit is valid for six months from issuance and six months from the last passed inspection.
