Open reviewer markups and issue details. Correct the affected sheet or document and upload the revised version through the assigned workflow.

The owner-builder exemption is not permission to let an unlicensed contractor supervise the project.

Owner-builder risk: The owner becomes the legally and financially responsible party. The county disclosure warns about worker injuries, tax and workers’ compensation obligations, unlicensed activity and restrictions on building for sale or lease.

Property Conditions That Can Change the Plan Package

Floodplain work

Alterations, changes to grade and fill activity inside a floodplain require county review before work begins.

Elevation certificates and other professional flood documents may require a valid digital signature.

Coastal or barrier-island property

Coastal sites may require flood, environmental, shoreline, V-zone or other agency documentation beyond the normal building checklist.

Septic property

Additions, pools, accessory buildings and changes of use may affect septic location, capacity and required separation.

Driveway and drainage

New access, culverts, grading, fill or work near the public right-of-way may need Public Works review and a separate inspection.

Protected environmental areas

Wetlands, waterways, habitat areas and shoreline projects may need Environmental Planning or outside-agency review.

Impact fees are generally determined after the permit application is submitted, the initial fee is paid and the record is routed for land-use review.

When fees are paid

County and education impact fees are required before a Certificate of Occupancy or Certificate of Completion. Facility Investment Fees are required before building-permit issuance.

Who can pay online

The Accela account must identify the payer as a Primary Contact or Agent for the building permit.

Extension warning: When unpaid impact fees remain and a building-permit extension is requested, the fees may be reassessed using the rate in effect at the time of the extension.
