Create the CSS account

Use your complete email address as the user ID. Save the username and password securely.

Link the correct CID

Open Permits and Inspections, select Accounts and link the Customer ID supplied by the department.

Choose only an eligible online category

Do not create an online new-construction or remodel/alteration application. Those categories must be filed in person.

Search the location correctly

Use only one search field. Enter address information in uppercase. Parcel ID is the preferred field.

Avoid: Entering the address, owner and parcel ID together; the combined search can fail.

Upload all documents as PDFs

Missing uploads prevent interdepartmental reviews from being assigned and can delay the application.

Save the application reference number

The application is not successfully submitted until CSS provides an application reference number.

Wait for formal issuance

Pay only after notification. Do not begin work until the permit has been issued and the permit image or paperwork is available.

List building, electrical, plumbing/gas, mechanical and fire-suppression costs separately. Lowell warns that underestimated project values will be rejected.

Attach all affidavits and approvals

Include workers’ compensation, solid-waste, asbestos/lead, contractor, plot-plan, energy and land-board documents that apply.

Prepare matching plan sets

For building projects using the digital route, Lowell’s CSS guidance requires one hard-copy plan set matching the uploaded PDF. Revisions must also be uploaded and submitted in hard copy.

Lowell’s checklist requires a copy of the current Massachusetts CSL when the project and license classification require one.

Home Improvement Contractor

A current Massachusetts HIC registration is required for applicable work on an existing owner-occupied one- to four-family dwelling.
