Confirm County Jurisdiction, Submit the Right Plans and Keep Every Kane County Inspection Moving
Kane County is not the permit office for every address in Kane County, Illinois. Its Development Department primarily handles unincorporated property and also provides building services for Virgil, Kaneville and Big Rock.
This guide shows how to verify jurisdiction, use the CityView portal, prepare the 2026 application, calculate current county fees, coordinate zoning, Fire, septic, wells and stormwater, schedule inspections and prevent permit cancellation.

Does Kane County or a Municipality Issue the Permit?
Unincorporated Kane County
Use the county Building & Zoning Division when the parcel is outside an incorporated city or village and is under county jurisdiction.
Virgil, Kaneville or Big Rock
The county department also provides building-permit and inspection services for these villages. A village approval form may be required for the application.
Other city or village
Contact that municipality’s building department. A Kane County postal address or parcel number does not automatically create county permit jurisdiction.

What to Do After the Inspector Visits
Earth Moving, Floodplain and Drainage Can Change the Permit Route
Earth-moving site plan
The county-linked Water Resources requirements call for a site plan showing the property, existing topography, proposed improvements and grading when the work involves earth moving.
Spot survey
Many projects require a survey after the foundation is poured to confirm the structure’s location and elevation.
Final Grade Survey
A Final Grade Survey may be required before final inspection and occupancy to show completed improvements and drainage.
Site condition |
Likely Water Resources route |
|---|---|
Single-family home with no floodplain or wetlands and under 25,000 square feet of new impervious area |

County Building Approval Does Not Replace These Reviews
Fire Protection District
Fire districts may adopt and enforce requirements independently from Kane County’s building codes.
Health Department
Contact Environmental Health for food service, private wells, septic systems and related changes.
Water Resources
Review may include grading, drainage, wetlands, floodplain, impervious area and stormwater permits.
Transportation or road authority
A new driveway, access change, utility work or county-highway activity may need a separate permit.
Use the Correct Licensed Trade Contractor
Property owner performing work
The 2026 application includes a checkbox when the property owner will perform the work.
The owner remains responsible for code compliance, inspections and approved-plan requirements.
Roofing contractor
The application requires the contractor’s Illinois roofing-license number and a copy of the license.
Plumbing and electrical
The application requests a copy of the Illinois plumbing -055 license and the applicable electrical-contractor license.
A Variance, Special Use or Rezoning Is Not a Fast Building Review
Start with a pre-application meeting
The county’s zoning application directs applicants to meet with Technical Staff before filing.
Published process estimate
The official zoning application says a petition typically spans four to five months.
Application deadline
The filing deadline is 45 days before the desired Zoning Board of Appeals meeting.
