Hernando County Building Department: Permit Search & Inspections

Hernando County permit action guide

Apply, Track, Inspect and Close a Hernando County Building Permit

Use the correct portal first. Hernando County launched a new Tyler Civic Access system on March 3, 2026. New permits belong in the new system; the old portal is only for permits created before the change.

This practical guide explains jurisdiction, permit types, required documents, inspections, Notice of Commencement, zoning, floodplain, septic, contractor, owner-builder, fee and final-closeout steps.

Avoid the wrong department

County Permit or City of Brooksville Permit?

Use Hernando County when

  • The property is outside Brooksville city limits
  • County GeoHub identifies County zoning
  • County Civic Access recognizes the property
  • The project is not governed by the City Building Division

Use the City of Brooksville when

  • The property is inside Brooksville city limits
  • The City parcel and zoning records apply
  • The City permit portal recognizes the address
  • The job requires a City building inspection
Do not rely on the mailing city. A Brooksville mailing address may still be in unincorporated Hernando County. Confirm the actual jurisdiction before applying.

2026 shed rule

Small Shed: Separate the Zoning Rule From the Building Rule

When a zoning permit may not be required

A residential shed with an impervious roof of 120 square feet or less may avoid a zoning permit under the 2026 update.

  • Maximum wall height is 8 feet
  • Shed remains on the principal-use parcel
  • Required setbacks are maintained
  • No easement or right-of-way placement

What can still require approval

  • Building permit for the structure
  • Electrical or plumbing permit
  • Concrete slab permit
  • Floodplain compliance
  • Waterfront or corner-lot restrictions
  • HOA or deed restrictions
Do not assume “no zoning permit” means “no permit at all.” Call Building at 352-754-4050 and Zoning at 352-754-4048 with the exact size, height, foundation, utilities and proposed location.

Apply Through Hernando County Civic Access in Seven Steps

Confirm jurisdiction and permit type

Check whether the property belongs to the County or City of Brooksville and identify every required building and trade permit.

Have ready: Address, parcel/key number, project type and one clear scope sentence.

Create a Civic Access account

Registered users can submit applications, upload documents, receive notices, pay fees and request inspections.

Select the exact application type

Choose the application matching the structure and work. Do not use a general permit when a specific roofing, pool, mobile-home or trade permit exists.

Add the property, contacts and full valuation

Enter the owner, applicant, contractor, licensed professionals and complete labor-and-material value.

Contact access: Add everyone who must receive notices, upload revisions or request inspections.

Upload clear PDF documents

The County portal accepts PDF files. Use the correct document category and provide signed or sealed plans when required.

File names: Site-Plan.pdf, Floor-Plan.pdf, Structural-Plans.pdf and Product-Approvals.pdf.

Monitor comments and upload revisions

Review comments appear in the permit record and may also be sent by email. Upload corrected documents to the existing permit.

Do not create a second application to replace an application under review.

Pay fees and confirm issuance

Open the invoice, pay through the portal and save the receipt. Do not start work until the permit is formally issued.

Post onsite: The permit card must be protected from weather and visible for inspections.
Alternative submission

Paper Applications Are Still Accepted

In-person submission

Paper permit applications may be delivered to the Building Division during lobby hours.

Address: 789 Providence Boulevard, Brooksville, FL 34601.

Lobby drop box

The County also lists a drop box in the Building Division lobby for paper applications.

Keep a complete copy of every form and plan submitted.

Online submission is usually easier for tracking comments, invoices, revisions and inspection results.

Notice of Commencement

Record and Post the NOC Before the First Inspection

Single-family threshold

The County’s current single-family packet requires an NOC when the project valuation is greater than $5,000.

Record and post

Record the NOC through the Hernando County Recording Office and post it at the job site.

Before first inspection

Provide a certified recorded copy before the first inspection when the NOC is required.

Do not guess the threshold for every project. Mechanical, commercial and specialized permits can follow different statutory rules. Confirm with Building before recording.

County NOC form

Use the official County form and verify the owner, contractor, lender, legal description and job address.

Open the Notice of Commencement form

Current related fees

The March 2026 fee schedule lists a $12 NOC/addressing processing fee.

It also lists $79.10 when the required NOC is not posted.

Flood and river protection

Check Floodplain and RPO Requirements Before Final Design

Special Flood Hazard Areas

New construction and substantial improvements in designated flood areas require official elevation documentation.

  • Check the FEMA flood map
  • Search for an existing Elevation Certificate
  • Use a Florida-licensed surveyor or design professional
  • Upload a digitally signed certificate when required

Riverine Protection Ordinance areas

Additional buffers and inspections may apply near protected waterways.

  • Weeki Wachee River
  • Mud River
  • Withlacoochee River
  • Little Withlacoochee River
An RPO inspection is required when a project includes land regulated by the Riverine Protection Ordinance. Do not clear vegetation or move soil before confirming the approved buffer.

Before requesting

  • Permit is issued and active
  • Permit card is posted
  • NOC is posted when required
  • Correct inspection type is selected
  • Work is complete for that stage
  • Work remains uncovered

Before the inspector arrives

  • Approved plans are onsite
  • Safe access is available

  • Gates are unlocked
  • Animals are restrained
  • Previous corrections are complete
Failed inspection: Read every inspector comment, complete all corrections and pay any assessed charges before requesting reinspection.
Inspection and permit-card rules

Keep the Permit Visible and the Work Inspectable

Post the permit card

Work requiring a permit may not begin until the permit card is posted in a visible location.

Protect it from weather

The permit card should remain legible and accessible to the inspector.

Do not conceal work

Framing, wiring, plumbing, gas, mechanical and insulation work may need to remain exposed.

Permit status help

What Common Civic Access Statuses Mean

Draft The application has not been submitted. Complete missing fields, contacts or attachments.
Submitted The County received the application and may be completing intake review.
In Review Building, zoning, flood, Fire or another reviewer is checking the project.
Corrections Required Open every comment and upload corrected files to the existing record.
Approved Review may be complete, but fees, NOC, contractor information or issuance may remain.
Issued Work may begin within the approved scope and inspection sequence.
Failed Inspection Correct every deficiency before requesting another inspection.
Final or Closed Save the final record and confirm every related trade permit is complete.
Permit records

Search Current, Legacy and Open Permit Records

Use Civic Access for current records

Search by permit number, property address, owner name, key number or parcel ID.

Use the legacy portal for older permits

Permits submitted before March 3, 2026 remain in the previous system.

Open every related permit

Check building, roofing, electrical, plumbing, mechanical, gas and pool permits separately.

Review inspections and outstanding requirements

Look for failed inspections, missing finals, unpaid balances, expired permits and unresolved corrections.

Check the County Open Permit Report

The Open Permit Report lists active, unclosed permits and can help identify records that still need action.

Buying or selling? An issued permit is not proof of completion. Confirm final inspections and closure for the main permit and every trade permit.
Expired permit recovery

Reactivate, Renew or Complete an Old Permit

Have ready

  • Permit number
  • Property address
  • Original project scope
  • Approved plans
  • Inspection history
  • Current photographs

Ask the County

  • Can the permit be reactivated?
  • Which inspections remain?
  • Are current-code plans required?
  • Must the contractor be changed?
  • Are trade permits still open?
  • What proves final closure?
The current fee schedule lists $80 to reactivate a permit and a $118.65 base fee to renew an expired permit, plus $47.46 per required remaining inspection.

Current self-issuance categories

  • Residential reroofs
  • Irrigation systems
  • Heating and A/C changeouts
  • Garage-door changeouts
  • Window and door changeouts
  • Electrical panel changeouts

Before self-issuing

  • County registration is active
  • License category covers the work
  • Insurance records are current
  • Scope exactly matches the permit category
  • Property jurisdiction is correct
  • Required inspections are understood
Owner-builder caution

Understand the Responsibility Before Pulling Your Own Permit

The owner becomes responsible

  • Permit application accuracy
  • Code-compliant construction
  • Licensed trade work
  • Inspection scheduling
  • Job-site safety
  • Final permit closure

Do not use owner-builder status to

  • Hire an unlicensed general contractor
  • Avoid workers’ compensation obligations
  • Ignore zoning or flood rules
  • Begin before permit issuance
  • Cover work before inspection
  • Transfer responsibility to a permit runner
County residential permit packets state that an owner claiming the exemption must personally appear and sign. A power of attorney may not be accepted for that owner-builder declaration.
Commercial and subdivisions

Schedule the Required Pre-Construction Meeting

Projects that require it

The County states that commercial developments and subdivisions require a pre-construction meeting.

When to schedule

Contact Planning and Zoning after plans are approved and before construction begins.

The meeting reviews approved plans, permit conditions, inspection requirements and project expectations.

Hernando County Building Permit FAQs

Where do I apply for a new Hernando County building permit?

Use Hernando County’s Tyler Civic Access system. The new platform went live on March 3, 2026 and is the required portal for new permit, planning and licensing applications.

Which portal should I use for a permit created before March 3, 2026?

Use the legacy permit portal for permits submitted in the previous system. The legacy portal may be used for status, document, revision and inspection actions, but not for new permit applications.

What is the correct Hernando County Building Division address?

The official address is 789 Providence Boulevard, Brooksville, Florida 34601. The Building Division phone number is 352-754-4050 and the email is bldg@hernandocounty.us.

Does a Brooksville mailing address mean I need a City permit?

No. A property can have a Brooksville mailing address while remaining in unincorporated Hernando County. Confirm the actual city boundary and parcel jurisdiction before applying.

Does a residential fence need a building permit?

The County’s residential exemption list includes fences under seven feet when they are not supported by brick, block or concrete columns. However, Hernando County zoning states that new residential, commercial and industrial fences require a zoning permit.

Does a 120-square-foot shed need a permit?

A shed with an impervious roof of 120 square feet or less may not need a zoning permit under the 2026 update. Building, electrical, plumbing, concrete, floodplain and other approvals may still be required.

How do I schedule a Hernando County building inspection?

Sign into Civic Access, open the permit and select Request Inspection. Owner-builders may also email bldg@hernandocounty.us or call 352-754-4050 for scheduling assistance.

When is a Notice of Commencement required?

The County’s current single-family permit packet requires a recorded NOC when the project valuation exceeds $5,000. The certified copy must be submitted and the NOC posted before the first inspection. Confirm thresholds for other permit types.

How much is a Hernando County residential reroof permit?

The Building Division fee schedule effective March 3, 2026 lists the residential roofing fee as $190. Technology, state, zoning and other agency charges may be added.

How do I prove that a Hernando County permit is fully closed?

Confirm that the main building permit and every related electrical, plumbing, mechanical, gas, roofing, zoning and other permit show passed final inspections. Obtain the Certificate of Occupancy or Completion when required and save the final records.
