Clear Flood, Zoning, Product Approval and Miami-Dade Reviews Before a Surfside Building Permit
Surfside accepts online permit applications, but coastal construction requires more than uploading a drawing. The project may also need flood-elevation information, High-Velocity Hurricane Zone product approvals, Planning, Fire, Public Works, DERM or Miami-Dade County review.
This guide explains Tyler Customer Self Service, the physical plan-set requirement, contractor registration, owner-builder limits, Surfside’s March 10, 2026 fee guide, inspection requests, permit expiration, demolition, roofing, condo recertification and final occupancy closeout.

Check These Conditions Before Paying for Final Plans
Parcel and ownership
Confirm the correct address, legal owner, condominium unit, master parcel and location of the proposed work.
Zoning district
Surfside fee and development rules differ among H30A, H30B, H30C, H40, H120 and SD-B40 districts.
Flood elevation
Determine the FEMA zone, base-flood elevation and whether an elevation certificate or floodplain review is needed.
HVHZ product approval
Surfside is in Miami-Dade County’s High-Velocity Hurricane Zone. Doors, windows, shutters and roofing commonly require approved assemblies.
Fire review
Commercial, multifamily, fire-alarm, sprinkler, occupancy and some mechanical projects require Miami-Dade Fire review.
Public Works impact
Driveways, approaches, right-of-way work, pools, dewatering, moving and sediment control can require separate Town review.

Apply Online Without Losing the Project in Outside Review
Confirm the zoning and coastal route
Identify the zoning district, flood zone, product-approval needs, condominium conditions and outside-agency reviews before finalizing the plans.
Create a Tyler Portico account
Register with an email address that will be monitored during plan review, corrections, invoicing and inspections.
Select the exact permit
Open the Permits tab and choose the project-specific application. Use the master building permit for the overall project and connect subsidiary trade permits where required.
Enter a complete scope and valuation
Describe the exact work, property area, building or unit, products and systems. Include the full value of labor and materials.
Upload digital plans and attachments
Attach site plans, construction details, equipment rating sheets, surveys, calculations and Miami-Dade NOAs or Florida Product Approvals.
Complete contractor registration
The contractor’s Florida or Miami-Dade credentials, insurance, workers’ compensation information, driver identification and business-tax documentation must be current.
Pay the current upfront amount
The fee guide effective March 10, 2026 lists an upfront processing amount equal to 30% of the estimated permit fee or the applicable base fee, whichever is greater.
Obtain the Surfside application number
Use the Town application number when submitting plans to Miami-Dade County, DERM or Fire for any required outside review.
Monitor comments and resubmit correctly
Correct every rejection, label the revised plans and use the Town’s revision or resubmittal process rather than creating an unrelated new application.
Deliver the final physical drawing set
Surfside’s current CSS instructions state that a final physical copy of the drawings is required before permit issuance.
Pay the final invoice and obtain the permit
After all required reviews are approved, the Town emails the payment notice. Pay the invoice and obtain the official permit card before work begins.

Illustrative residential alteration
For a $25,000 residential alteration in an H30A or H30B district:
$150 base + 1.5% × $25,000 = $525 core permit calculationThe Town then adds applicable state, county, technology, sanitation, Planning, Public Works, trade and certificate charges. Use the issued invoice as the final amount.
Upfront amount concept
If the estimated permit fee were $525:
30% × $525 = $157.50The current guide requires the greater of that 30% amount or the applicable base fee. The portal invoice controls the amount due.
Request the Correct Trade Inspection and Keep the Work Exposed

Surfside Florida Building Permit FAQs
Where do I apply for a Surfside building permit?
Start through the Town of Surfside Tyler Customer Self Service portal. Register an account, select the correct permit, enter the project information and upload the plans, survey, contractor documents, equipment information and product approvals requested for that permit type.
What is the Surfside Building Department phone number?
Call 305-861-4863. Building Official Manuel “Manny” Salazar is listed at extension 231. The Building Department is at Surfside Town Hall, 9293 Harding Avenue, Surfside, Florida 33154.
Does Surfside still require a physical plan set?
Yes. The current Tyler CSS instructions say applicants upload digital documents for review, but a final physical copy of the drawings is required before permit issuance. Confirm the final format and number of sets with the permit clerk.
Is the Surfside upfront permit fee 20% or 30%?
The Building Department Fee Guide effective March 10, 2026 lists the upfront processing amount as 30% of the estimated permit fee or the applicable base fee, whichever is greater. An older linked submittal instruction sheet still displays 20%, so follow the current Town invoice and 2026 fee guide.
How do I schedule a Surfside building inspection?
Use the Tyler CSS process or submit the current inspection request form as directed by the Building Department. Provide the trade, inspection type, address, master permit number, subsidiary permit number, email and phone. Confirm the scheduled date because inspector availability varies.
What product approval is needed for Surfside windows and doors?
Surfside is in the Miami-Dade High-Velocity Hurricane Zone. Submit a current Miami-Dade Notice of Acceptance or qualifying Florida Product Approval that covers the exact product, size, configuration, design pressure, glass, substrate, anchorage and installation method.
Can a homeowner obtain an owner-builder permit in Surfside?
A qualifying property owner may apply under Florida’s owner-builder exemption, but must personally appear at the Building Department to sign the affidavit and assume legal, financial, supervisory, employment and safety responsibility for the work.
When does a Surfside permit expire?
Issued permits can enter the renewal process after 180 days without qualifying activity. File an extension before the permit expires. The current fee guide lists a one-time pre-expiration extension request at $124 and separate fees for renewal of an expired permit.
When is a Surfside condominium building recertification required?
Current Miami-Dade rules can require a coastal condominium or cooperative building that is three stories or taller and within three miles of the coastline to begin recertification at 25 years, with later reviews every 10 years. Other covered buildings generally begin at 30 years. Follow the building-specific Town notice.
How do I prove a Surfside permit is closed?
Confirm that the master Building permit and all Roofing, Electrical, Plumbing, Gas, Mechanical, Fire, Public Works and outside-agency approvals passed final inspection. Also obtain the required Certificate of Occupancy, Certificate of Completion or final-approved status and save the complete record.
