Create the separate ePlanReview user account and upload coordinated plan files after the invitation arrives.

Respond to every review discipline

Building, Planning, Public Works, Fire, plumbing, mechanical or another reviewer may add comments.

Best practice: Submit one numbered response letter and one coordinated revised plan set.

Pay fees and confirm permit issuance

Building permit fees are paid in the portal through the ePay search function. Do not start because plans are approved.

Historic district

Boise says many projects such as windows, siding and tree removal require a Certificate of Appropriateness before the building permit or work begins.

Planning appointments

Appointments can be scheduled from 12 hours ahead up to 14 days ahead. Friday planning service is by appointment.

Schedule or review appointment options

Do not assume a building permit settles zoning. A code-compliant structure can still be in the wrong location, exceed lot coverage or require historic/design approval.
Erosion and Public Works

Check Soil Disturbance, Grading, Sewer and Drainage Dependencies

10 cubic yards or more

Boise’s homeowner guide says an erosion and sediment control permit is required whenever 10 cubic yards or more of earth is disturbed at a site.

Contractor certification

Contractors who must obtain an ESC permit need an ESC Responsible Person certification. Homeowners doing the work are exempt from that certification requirement.

Stand-alone ESC

When significant soil disturbance does not otherwise need a building or grading permit, call 208-794-8996 about a stand-alone ESC permit.

Public Works may be separate: Sewer taps, sewer plugs, drainage, street lights, right-of-way or pressure irrigation work can require separate review and inspections. Follow the permit record’s agency conditions instead of assuming the Building final closes everything.
Exact inspection cutoff

Schedule a Boise Inspection Before 7:30 AM

Official cutoff: Boise states that the cutoff for both morning and afternoon inspection requests is 7:30 AM daily. Morning inspections run 8:00 AM–12:00 PM; afternoon inspections run 1:00 PM–5:00 PM.

Confirm the permit is valid

Inspection requests are accepted only for jobs with a valid permit. Check that fees, holds and prerequisite inspections are cleared.

Registered users listed as contacts on a Building or Trade permit may schedule online. You may also call 208-608-7070.

Select the correct inspection

Choose the exact building, electrical, plumbing, mechanical or other stage. Do not request final while rough work remains open.

Add private access instructions

Boise allows private inspection notes such as gate or garage codes that are visible only to PDS employees and inspectors.

Leave work open and ready

Keep the permit and approved plans available. Do not cover framing, wiring, plumbing, mechanical or insulation work before approval.

Read and resolve the result

Correct every item before reinspection. A reinspection fee can be assessed when access is unavailable, work is incomplete, concealed or corrections remain unfinished.

Boise publishes separate schedules for building/fire alarm/fire sprinkler, electrical, mechanical/fuel gas, plumbing, erosion control, Planning and impact fees.

Building, Planning and Public Works fees may be paid together. Licensing and Fire Department permit fees may require separate payment handling.

Certificate of Value before issuance

Boise’s June 2026 form says a permit can be issued only after the Building Division receives and accepts a completed Certificate of Value.

The project value includes overhead, profit, finishes, roofing, electrical, plumbing, HVAC, elevators, fire systems and other permanent equipment.

Final value after inspection

The contractor must submit a Final Certificate of Value with the updated scope and final contract value within 30 days after final inspection.

Owner-supplied equipment not included on the form may require a separate permit.

Who May Pull the Permit and Perform the Work?

Homeowner performing the work

  • If acting as a sub-contractor, the homeowner must obtain the permit and physically perform that work.
  • Homeowners can use the online wizard for qualifying plumbing, electrical, mechanical, fence, roof, window and siding permits.
  • Once issued, homeowners may request a consultation from plumbing or mechanical inspectors before beginning.

Licensed or registered contractor

  • If the homeowner is not performing the electrical, plumbing or mechanical work, the worker must hold the required Idaho registration or trade license.
  • Boise requires an Idaho contractor registration number with the permit application unless an exemption applies.
  • The portal user can be linked to a professional license or registration number.
Incomplete application warning: Boise’s June 2026 contractor declaration says an application cannot be processed until a required contractor registration number or valid exemption declaration is provided.
