Okaloosa County moved new building, licensing and development applications to its Customer Self Service portal in November 2025. Applicants can now apply, upload documents, search property records and request inspections through one county system.

Crestview, Destin, Fort Walton Beach, Mary Esther, Niceville, Valparaiso, Shalimar, Cinco Bayou and Laurel Hill can have separate processes or agreements with the county.

Contact the municipality before applying.

Interlocal or prerequisite review

The county forms page publishes interlocal guidance for Cinco Bayou, Laurel Hill, Mary Esther and Shalimar.

For example, Shalimar projects may need town approval before county plan submission.

Do not use the mailing city as the final answer. A Fort Walton Beach, Destin, Niceville or Crestview mailing address can still describe property outside that city’s incorporated limits.

Save first: Property address, parcel ID, owner name, zoning, flood zone and fire district.

The county forms page states that permitting staff issue a Development Permit before construction plans are submitted for review.

Expert checkpoint: Resolve setbacks, use, easements, floodplain, PUD and site-development issues before final construction plans.

Sign in and choose the closest permit type

Open Apply from the CSS home screen or dropdown menu and select the permit category that accurately describes the work.

Add the property using the portal search

The county recommends selecting the populated address rather than manually typing it because manual entry can omit information used by staff.

After the address appears: Select the check box beside it and choose Add.

Enter the scope and correct contacts

Add a clear project description, square footage and known master-permit number. Select the applicant, legal property owner and licensed contractor or owner-builder.

Do not attach the wrong owner: Use the individual, business or trust that legally owns the parcel.

Upload every file marked Required

Attachment requirements change by permit type. The CSS system will not allow final submission when a mandatory attachment is missing.

File naming: Survey.pdf, Site-Plan.pdf, Architectural.pdf, Structural.pdf, Product-Approvals.pdf.

New construction requires the applicable fire district’s impact-fee receipt. Use WebGIS to identify the correct district.

Address and driveway

Vacant-land addressing can depend on an issued SFD, temporary electrical or manufactured-home permit. Right-of-way or driveway approval may also apply.

Flood, wind and coastal design

Check the Site Hazard Before Finalizing Plans

Current local codes

Okaloosa County lists the 2023 Florida Building, Plumbing and Mechanical Codes, 8th Edition, plus the 2020 National Electrical Code.

Wind-borne debris

The building application asks whether the project is in the wind-borne debris region. Exterior products may need approved design pressures and Florida product approvals.

Special flood hazard area

Construction in a hazardous flood zone can require multiple Elevation Certificates during the permit and construction process.

V or VE zone

V-zone work requires an Elevation Certificate and V-Zone Design Certificate with the application.

Photograph the roof deck with the permit number or address clearly marked and show the deck-nailing pattern.

Secondary water barrier

Provide marked photographs showing the secondary water barrier or felt installation.

Roof-to-wall connection

When that additional permit is purchased, submit the required affidavit before the related hurricane-clip or roofing final inspection.

Special island process

Okaloosa Island Projects Can Require Additional Covenant Review

Incidental project

Interior or similar work with no footprint or use change may use county technical review without the full architectural-review route.

Minor project

Projects such as certain docks, seawalls, pools, gazebos, additions and accessory structures may require Leaseholders Association Architectural Review Committee approval.

Major project

New construction, increased commercial square footage, increased height or land-use changes can require architectural review, county technical review and Board of County Commissioners approval.

Outside approvals

Fire District, Septic, Driveway and Environmental Reviews

Fire impact fee

New construction requires a receipt from the correct fire district. Rates differ by district and can change.

Onsite septic

Okaloosa County announced that the Florida Department of Environmental Protection administers onsite septic permitting from February 2, 2025.

Driveway or right-of-way

Work connecting to a county road or inside a public right-of-way can require Public Works approval. State-highway access uses FDOT.

Wetlands and waterfront

Docks, seawalls, dredging, fill, wetlands and coastal construction can require DEP, water-management-district or Army Corps approval.

Owner-builder decision

Okaloosa County Requires the Owner to Sign the Affidavit in Person

County owner-builder conditions

  • The owner is the legally responsible permit holder.
  • The owner must provide direct onsite supervision.
  • The residence must generally be for the owner’s use or occupancy.
  • The exemption cannot be used to hide an unlicensed contractor.
  • Commercial owner-builder work is limited by the affidavit’s statutory conditions.

  • Appear at the Building Department to sign the county affidavit.
Do not pull an owner-builder permit for someone else. The county affidavit warns that the owner can face serious legal, financial and insurance exposure when an unlicensed person is actually controlling the work.

Owner-protection warning

Florida’s statutory form warns that an expired or mishandled Notice of Commencement can result in improper payments and possible double payment for improvements.

Discuss financing and lien questions with the lender or a Florida attorney.

Sequence: Record the applicable Notice of Commencement with the Clerk, post it at the property and make it available before the first inspection.

Addressing vacant property

A New Street Address May Depend on an Issued Permit

Okaloosa County generally does not address vacant land unless it is inside a platted subdivision. For other vacant property, the building office states that one of these permit types must first be issued:

  • Single-family dwelling permit
  • Electrical permit for temporary power
  • Manufactured-home permit
  • Qualifying platted-subdivision process

Small-project warning

A Building-Permit Exemption May Not Remove Development Review

The county FAQ notes that certain work under $1,000 in total labor and materials may qualify for a limited building-permit exemption when no inspection is required. However, a Development Permit can still be necessary to verify setbacks and prevent construction inside drainage or utility easements.

A building permit can remain open because an electrical, plumbing, gas, mechanical, fire or other related record never reached final status.

Request archived records when needed

Ask for the application, approved plans, revisions, inspection history and Certificate of Occupancy or Completion.

Verify closure before buying or selling

An issued permit or paid invoice is not proof of final approval. Save the final inspection and occupancy document when applicable.

An eligible property owner may use Florida’s owner-builder exemption but accepts legal and financial responsibility, must provide direct onsite supervision and cannot use the exemption to hide an unlicensed contractor. Okaloosa County requires the owner to appear at the Building Department to sign its affidavit.

What flood documents may be required?

Hazardous flood-zone construction can require Elevation Certificates at application, before vertical construction and at finished construction. V or VE projects can also require a V-Zone Design Certificate.

Does work under $1,000 automatically need no county approval?

No. The county notes that certain low-value work may qualify for a limited building-permit exemption when no inspection is required, but a Development Permit can still be necessary for zoning setbacks and easements. Confirm the project with Growth Management before starting.
