North Castle does not use one universal online permit portal. Only specified electrical, plumbing, HVAC and limited residential permits can be submitted by email; most larger applications follow the town’s two-set paper submission process.

Move a North Castle Permit From Preliminary Review to Final Certificate

Describe the complete project

Include interior work, exterior work, site disturbance, fill, rock chipping, tree removal, plumbing, electrical, HVAC and any change of use.

Complete the preliminary zoning and Planning screen

Call Building or Planning before preparing the final submission. Determine whether RPRC, ARB, ZBA, Conservation Board or Planning Board approval is required.

Hire the required design professional

New York law and the project scope may require plans prepared and sealed by a New York architect or professional engineer.

Structural work valued at $20,000 or more: The current applications require the design professional to complete the construction-cost affidavit unless the work is designed prescriptively under the state code.

Prepare the application and two coordinated plan sets

For non-email applications, submit the completed and notarized application, fees, insurance, licenses, specifications, code-review forms and two complete plan sets.

Pass the completeness and plan review

The town’s stated goal is an initial review within two to four weeks. Workload and outside-department review can extend that target.

Correct the base drawings—not only the comment letter

For major or numerous corrections, revise the original drawings and resubmit two coordinated sets. The town’s stated rereview target is approximately two weeks.

Pay remaining fees and obtain the issued permit

Construction cannot begin until the Building Department has approved the application and issued the building permit.

A structure, addition, grading, fill, excavation, drainage work, watercourse alteration, road or utility project in the floodplain may require a separate development permit.

Current fee: $250, with a $500 escrow when required.

Wetlands and buffers

The administrative wetland application starts with three plan sets showing existing conditions, two-foot contours, wells, septic systems, structures, disturbance limits and proposed mitigation.

Tree removal

Regulated tree removal can require a permit based on tree size, location, number of trees, wetland or conservation status and right-of-way location.

Fill and grading

The building applications ask about imported fill over 50 yards and certain bank-run or construction material quantities over 250 yards.

Rock chipping

Rock chipping requires a separate application and can require project plans, insurance and advance notification to affected properties.

Engineering closeout

Drainage, grading, erosion control, roads, water, sewer and utility work may receive field inspections before Engineering releases the final CO or site-compliance approval.

Generator workflow

Place a Residential Generator Before Ordering Equipment

Survey and setbacks

Show the generator on a survey. The town applies accessory-structure setback rules at one-half the otherwise required distance.

Front-yard limitation

A generator is not allowed in a front yard unless it is set back at least three times the distance required for a principal building.

Screening and exercise

Screening or fencing may be required. Routine exercise time is limited to weekdays between 9:00 AM and 5:00 PM.
