Check Building, Planning, Public Works, Fire, Environmental Health and the applicable sanitary district.

Important trigger: New homes and additions or remodels increasing floor area by 25% can require Public Works review.

Complete the Construction Permit Application

Enter the APN, owner, contractor, contact, project use, occupancy, square footage, valuation and complete work description.

Prepare the complete plan set

Coordinate the cover sheet, site plan, floor plans, elevations, sections, foundation, framing, grading, MEP and required supporting documents.

2026 cover sheet: List the applicable 2025 California Codes and Cupertino Municipal Code.

Format every electronic file correctly

Drawing sheets and supporting documents follow different PDF rules. Incorrect orientation, file names, security or folder structure can prevent intake.

Quarterly adjustment: The City notice states that construction-tax rates are adjusted using the CPI. Treat the January 2026 figures as a reference and request the current calculation before filing.
Owner-builder permits

Understand the Legal and Financial Responsibility Before Signing

Owner as worker

The permit is issued in the owner’s name and the owner personally performs and manages the construction.

Owner as contractor

The owner hires and coordinates licensed subcontractors and remains the responsible party on the permit.

Owner as employer

Paying individuals to perform work can create payroll, workers’ compensation, safety and tax obligations.

Permit issuance condition: Cupertino’s owner-builder form states that the permit will not be issued until the owner reads, initials, signs and returns the required acknowledgment and verification.
Do not let an unlicensed person use your name. The owner shown on an owner-builder permit can become responsible for workmanship, injuries, unpaid labor, taxes and completion.

Inspection scheduling

The City sends a two-hour inspection window by email before 7:30 AM. The daily inspection schedule is posted online by approximately 7:00 AM.

Keep the work complete, accessible and exposed

Do not cover required work or move beyond an inspection stage before approval.

Risk: Concealed work may have to be removed at the permit holder’s expense.

Cancel before the deadline

Cancel by 3:30 PM on the business day before the scheduled inspection.

Pay any reinspection fee before rescheduling

The published reinspection rate is $292 per hour, and inspection service cannot resume until the fee is paid.

Complete every department final before Building Final

Cupertino Sanitary, Public Works, Planning and Fire final approvals must be complete before the final Building inspection.
