Coral Gables permit action guide

Get a Coral Gables Permit Through Design Review, Plan Review and Final Inspection

Coral Gables is not a “submit one form and wait” city. Your project may need zoning, Board of Architects, historic, Public Works, tree, fire and trade approvals before the main permit can close.

This guide shows the correct portal, exact digital-file rules, current permit fees, inspection tools and practical fixes for rejected plans, missing records and open permits.

Digital submission rules

Prepare the Files the Way Coral Gables Reviews Them

New application files

  • Use Google Chrome as recommended
  • Signed and notarized application
  • Add clear scope and project cost
  • PDF files only
  • No encrypted/password files
  • No Adobe Portfolio PDFs
  • Scale and north arrow on plan pages
  • Title block with issue/revision area

Plan organization

  • One PDF for each discipline
  • Digital signature on first PDF page
  • Professional-license image on all sheets
  • Use city discipline file names
  • No address in file name
  • No version number in original file name
  • No sheet number in file name
  • Keep supporting documents clearly named
Correction rule that prevents repeat rejection: For a rework, keep the original discipline file name. Cloud revisions, add the revision date and triangle, stamp superseded sheets “VOID,” insert replacement sheets, digitally sign the file and upload the complete discipline PDF—not one isolated corrected sheet.
Application workflow

Apply, Review and Close the Permit in Eight Steps

Confirm zoning and design review first

Use Parcel Check and ask whether Board of Architects, historic, tree, Public Works, Fire or Planning review applies.

Do next: Do this before paying for final drawings that may need redesign.

Select the exact permit category

Use the city Permit Requirements Guide. Separate master, trade and shop-drawing permits may be required.

Do next: Write down the main permit and every likely sub-permit.

Prepare the application and complete discipline PDFs

Include the signed/notarized application, scope, cost, survey, plans, product approvals, calculations and outside approvals required for the project.

Do next: Open every PDF and verify it is readable, unlocked and correctly named.

Upload through Citizen Self Service

Create or sign into the CSS portal, start the correct application and upload each document in its matching location.

Save: Permit number, account email, receipt and original uploaded files.

Watch for active review

The city FAQ says most permits enter review within 2–3 business days after all required documents are uploaded.

If nothing changes: Email DevelopmentServices@coralgables.com with the permit number.

Answer every reviewer comment

Open the permit’s Reviews section, prepare a correction narrative and resubmit the complete corrected discipline PDF.

Do not: Rename the rework file with “v2” or upload only one replacement sheet.

Confirm permit issuance before construction

Pay invoices and clear prerequisite approvals. “Approved” may still be waiting for formal issuance or another department.

Before the first inspection: Provide a Notice of Commencement where required; the current new-construction guide specifically lists it before the first inspection.

Complete inspections and verify final closure

Request inspections from the CSS permit, keep approved plans onsite and finish all building, trade, zoning, historic, Public Works and fire finals that apply.

Finish with: Final/closed status and any Certificate of Occupancy or Completion required.
The City Beautiful review

Board of Architects, Historic and Zoning Checks

Board of Architects

The board reviews color, materials, windows, proportions and overall design compatibility. It meets Thursday mornings.

A typical building permit may require preliminary and final BOA approval before issuance.

Open BOA information

Historic properties

Properties on the Coral Gables Register may require Historic Preservation staff or board review before work proceeds.

Demolition of a non-designated structure can still require a historical-significance determination.

Open Historic Preservation

Parcel zoning

Use the city platform for Parcel Check, the current digital Zoning Code and the 3D zoning map.

Confirm use, setbacks, lot coverage, height, parking and placement before final design.

Open zoning tools

Tree requirement: Coral Gables requires a tree survey and tree-protection plan for Development Review Committee and Board of Architects submittals and for demolition permits.

Records and property purchase

Find Permit History and Verify That Work Was Closed

Search the current CSS portal

Use the exact permit number first. Open Reviews, Documents, Fees and Inspections—not only the summary status.

Search the legacy system

If the permit is absent from CSS, use the city’s Legacy Permit Inspections page.

Request missing approved files

Email DevelopmentServices@coralgables.com with the permit number and the exact missing sheet or file name.

Use a public-records request for older files

The city says permit records before 2021 may require a public-records request.

Verify closeout before buying

Contact Records at 305-460-5210 or publicrecords@coralgables.com and ask whether every permit and sub-permit is final.

Buyer checklist: A permit number is not proof of completion. Verify issuance, passed finals, Certificate of Completion/Occupancy where applicable, and closure of electrical, plumbing, mechanical, roofing and fire sub-permits.
