Verify that the property is in unincorporated Collier County and save the correct address and folio number.

Do next: Do not rely only on a Naples mailing address; a Naples postal address may still be outside the City of Naples.

You must be signed into the registered portal account to view building and planning review comments.

Do next: Answer each discipline separately and upload revisions to the existing record—not a duplicate application.

Pay fees and resolve issuance conditions

Review Building Permit, fire, impact, utility and other fees. Upload the recorded Notice of Commencement when the permit condition requires it.

Remember: Payment alone does not clear flood, survey, contractor, NOC or outside-agency holds.

Complete inspections and Certificate closeout

Schedule every required inspection, resolve failed items and upload final surveys, elevation certificates, blower-door tests, compaction reports or compliance letters required by portal conditions.

Finish with: COED, Finaled or another county-defined closed status.

Complete Flood, Vegetation and Wetland Checks Before Clearing

Special Flood Hazard Area

All development in VE, AE, AH and A flood zones is reviewed for floodplain compliance.

For new residential structures, the county states that the lowest living floor must be above Base Flood Elevation plus one foot.

Road-elevation requirement

The county also lists minimum finished-floor relationships to the road crown: 18 inches above a paved road or 24 inches above an unpaved road for a new home.

Ask Floodplain Management how both standards apply to the site.

Elevation certificates

Under-construction and finished-construction elevation certificates may appear as portal conditions.

Use digitally signed and certified documents from a Florida licensed surveyor or mapper.

Native vegetation

Native vegetation cannot be removed before the applicable building or vegetation permit is issued.

A new single-family permit may cover clearing up to one acre, but overlays, wetlands and sensitive areas can reduce that allowance.

Golden Gate Estates and wetlands

The county recommends an informal wetland determination for properties in Golden Gate Estates or outside approved subdivisions.

Wetland clearing may also need Florida Department of Environmental Protection approval.

Separate vegetation permit

A Vegetation Removal Permit may be required when clearing is not covered by the building permit or when total clearing exceeds the permitted scope.

Open land-use applications

The vegetation affidavit is not permission to clear. Do not remove native trees, shrubs or ground cover simply because an application has been submitted.
Notice of Commencement

Resolve the NOC Condition Before the First Inspection

When it commonly applies

The county’s current building-permit guidance states that a Notice of Commencement is required for construction improvements totaling more than $5,000 between an owner and contractor.

Different statutory rules or exceptions may apply to certain work, including some HVAC projects. Follow the permit condition and current form instructions.

How to clear the condition

  1. Complete and record the NOC with the Collier Clerk.
  2. Use the correct property and permit information.
  3. Upload the recorded document to the portal condition.
  4. Confirm that the NOC hold is resolved before requesting inspection.
Practical rule: Do not wait until inspection day. An unresolved NOC condition can prevent the inspection from being accepted or completed.

Older permit timing: The county says files for permits from 1959 through October 2011 may take five to seven business days to arrive.

Upload the correct request form

Current extension, contractor and permit-status requests must be uploaded to the “Request Changes to Contractor or Permit Status” portal condition.

Complete remaining inspections and documents

The county may require a new job card, current contractor, updated plans, engineer letter, inspection or Certificate closeout.

Do not assume an old permit disappeared. An open permit can affect a property sale, refinancing, insurance or future permit application.
