Use Euclid’s All Forms and Permits page. Do not reuse an old copy saved by a contractor when a newer application is available.

Confirm zoning and exterior-review requirements

Nearly all residential and nonresidential projects receive zoning review. New structures and major exterior changes may also require Architectural Review Board approval.

Ask first: “Does this project require Zoning, Planning Commission or Architectural Review Board action before Building review?”

Complete every required application field

Provide the project address, owner, contractor, scope, work-area dimensions, construction cost, email, phone and signature.

Avoid: Writing only “remodel” or “repair.” Describe exactly what will be removed, installed or altered.

Add plans and supporting forms

Include scaled drawings, a site plan when exterior work is involved, contractor documents and the Owner Occupant Permit Disclosure when the eligible resident owner will personally perform the work.

Site plan: Show property lines, buildings, streets, north arrow, dimensions and proposed location.

Combine and name the PDF clearly

Scan the signed application and plans into a readable PDF. Zoning forms specifically direct applicants to use one PDF rather than separate image files.

Building and trade permits go to Building and Housing. Fence, shed, sign and similar zoning submissions go to the Zoning Division.

Wait for review, exact fees and permit issuance

Do not include payment with zoning submissions that instruct you not to pay at filing. Euclid calculates the permit total and may add State-required or plan-review charges.

Do not start work: A submitted application or fee estimate is not an issued permit.

Euclid Fence Applications Need Property-Line Proof and Two Inspections

Before submission

  • Prepare a complete site plan and elevation.
  • Provide a boundary survey or the City’s notarized property-line waiver.
  • Show streets, buildings, property lines, dimensions and north arrow.

Residential fence limits

  • Side-yard fence: maximum 4 feet.
  • Rear-yard fence: maximum 6 feet.
  • Keep at least 4 feet from a dwelling wall.
  • Finished side must face outward.
  • Corner lots may require clear-sight-triangle review.

Required inspections

  • Post-hole verification before posts are set.
  • Post holes must be at least 38 inches deep.

What the owner accepts

  • The owner occupant personally performs the work instead of a registered contractor.
  • The owner is responsible for requesting every required inspection.
  • The owner must obtain all approvals.
  • The owner accepts responsibility for City and State code compliance.

When the disclosure becomes invalid

If work outside the owner-occupant definition is performed by another person or contractor, the disclosure becomes void.

The contractor must register with Euclid and obtain new permits.

Current form: Euclid marks the Owner Occupant Permit Disclosure as updated January 15, 2026 under the amended local ordinance.

2026 timing

Euclid’s Building and Housing page states that 2026 registrations could not be processed before December 1, 2025.

Permit expiration warning: Different forms publish different start deadlines. The fence permit uses 120 days, while the accessory-structure form uses 12 months. Read the issued permit and call before restarting inactive work.

  • The current assumption application has a $150 nonrefundable fee.

Communication rule: The point-of-sale application says communications are handled by email. Use a monitored address and check spam or junk folders while the sale is pending.
Do not confuse assumption with correction. Signing an assumption does not close violations. It transfers responsibility and starts the six-month correction period.

Opening or Changing a Euclid Business Requires More Than Construction Approval

Complete exterior review
