Read parcel conditions and code records

A historic designation, flood layer, active code case, easement or other parcel condition can change permit eligibility and review.

Buyer and owner tip: Search both Building and Code Enforcement records. A completed-looking remodel can still have an expired permit, unresolved correction or missing final.

Processing: A compliant Simple Permit can issue instantly after the portal’s automatic check. A flagged application is reviewed by City staff and can typically issue within one to two business days once approved.
Simple Permit fees are nonrefundable. They are not credited toward a corrected or future application. When uncertain, the City directs applicants to use a Regular Building Permit.

Do not use an owner-builder permit to hide an unlicensed contractor. The owner becomes the responsible party of record and can face serious liability for job-site injuries, payroll, taxes and defective work.

Historic resource

Properties on the Historic Resources Inventory require additional review. Renovation, remodeling or expansion can require a Significant Property Alteration Permit.

Easement

Show all easements on the site plan. A title report is usually more reliable than relying only on a recorded tract or parcel map.

Simple and expedited routes are not available merely because the construction is small. Historic status, code violations, parcel conditions, flood zones and prohibited easements can require Regular review.

Santa Clara Reach Codes became effective January 1, 2026. The current City Reach Code page states that these local Energy and Green Building requirements apply to newly constructed buildings.

Cost and scheduling: Expedited review adds 50% of the regular plan-review fee. Meetings must be confirmed at least one week ahead and are offered in scheduled Wednesday and Thursday 90-minute time blocks.
Historic properties, designated flood zones, active code cases, unfulfilled conditions and prohibited easements are not eligible. The plan examiner makes the final eligibility decision.

Final Building approval can be blocked by another department. Confirm Fire, Public Works, Streets, Water and Permit Center conditions before booking all finals.
Occupying a building before final approval can result in a citation for unlawful use or occupancy. A Temporary Certificate of Occupancy is available only under approved special circumstances and requires a separate application and fee.

Maintain a Passed Inspection Within Every 365-Day Period

Permit validity

A Building permit is valid for 365 days from issuance or the most recent passed inspection.

One extension

An active permit may receive one extension of up to 365 days at the Building Official’s discretion.

Expired permit

When the permit expires before completion, work can resume only after a new permit is obtained.

Code-violation permits cannot be extended. Submit the Building Permit Extension Request through POP while the permit remains active and before the 365-day deadline.

Confirm the permit is still active

An extension cannot revive every expired or code-enforcement permit.

Complete the extension request
