Apply, Upload Digital Plans, Schedule Inspections and Close a Polk County Permit
Polk County’s Access Portal handles most of the permit journey: applications, digital plans, fees, permit cards, inspections, certificates and public searches.
The difficult part is knowing what must happen before the building review—city versus county jurisdiction, land-development approval, setbacks, floodplain review, impact fees, contractor registration and outside agency permits.
This local guide places those decisions in the correct order and shows the exact next action for homeowners, contractors and property buyers.

Do Not Assume Small Work Is Automatically Exempt
Minor roof repair
The County lists minor roof repair involving less than 25% of the roof as potentially not requiring a construction permit.
The Building Official or Plans Examiner determines whether the exception applies.
Tree house exception
A narrow residential exception exists for a tree house of no more than 32 square feet that meets all published conditions.
Engineered plans and a permit are required when the exception is not met.
Agricultural exemption
Agricultural zoning alone does not prove a building is exempt.
Use the County’s Agricultural Exemption Affidavit and confirm floodplain and statutory conditions.

Check Flood Risk Before Designing the Foundation
Confirm the flood zone
Use FEMA mapping and Polk County Floodplain Management to determine whether the site lies in a Special Flood Hazard Area.
Expect extra documents
Flood-zone development may require an elevation certificate, engineered foundation information, flood-resistant materials or a non-conversion agreement.
Call before changing grade
Placing fill, changing drainage or enclosing an elevated area can create additional review and enforcement problems.
Find a Current, Historical or Open Polk County Permit
Search the Access Portal first
Use the current portal for permits from 2010 forward and active records.
Open the complete permit record
Review application status, related permits, inspections, fees, documents and final results.
Use the historical permit lookup when needed
The County maintains a separate historical lookup for older permit information.
Search development records separately
Land-use, site-plan, variance and other development records may be stored outside the building-permit record.
Confirm final status before a property closing
An issued permit does not prove the work passed final inspection or received a Certificate of Occupancy.
