Westport permit action guide

Apply, Inspect, Search and Close a Westport Building Permit Without Missing Zoning or Coastal Reviews

A Westport building application may depend on more than the construction drawings. Zoning, flood compliance, wetlands, septic, contractor registration, energy documents, sub-permits and final inspections can determine whether the permit moves forward.

Use this guide to choose the correct application, prepare the Town-listed documents, use the Accela portal, calculate published fees, schedule inspections and confirm that the property has a final Certificate of Occupancy or closed permit.

Online portal

Apply and Search Through Westport Accela

Create or sign into the portal account

Open the official Westport Online Services Portal and complete registration.

Choose the correct department

Use the department bar across the portal. Choose Building for building and associated trade records, or Planning and Zoning for zoning requests.

Select “Start Application”

Choose the exact record type. Do not use a general building record when the Town provides a specific demolition, electrical, mechanical, solar or zoning route.

Enter a clear project description

State what is being removed, installed or altered; the room or exterior location; the approximate size; and the affected trades.

Good example: “Remove one non-bearing kitchen wall, relocate electrical outlets and replace cabinets without changing plumbing fixtures.”

Add contractors and supporting documents

Prepare contractor registration, license, insurance, workers’ compensation, plans, energy documents, zoning approval and tax-clearance information where applicable.

Pay and download the issued permit

Save the receipt, issued permit and approved plans. Keep the approved site set at the job site for every inspection.

Use the Building tab to search records

Search by address when the permit number is unknown. Open the record to review status, inspections, documents and related permits.

Public-record warning: The Town states that materials submitted with an application become public records under Connecticut FOIA. Do not upload unnecessary personal or confidential information.
Sub-permits

Mechanical and Electrical Sub-Permits Need an Issued Main Record

Have this information ready

  • Main Building Record ID
  • Issued main permit
  • Contractor license
  • Contractor contact information
  • Zoning permit when applicable
  • Exact trade scope

Town-listed sub-permit rules

  • Used for mechanical and electrical work tied to houses, additions, alterations and pools.
  • The main building permit must already be issued.
  • No documents are initially required, but reviewers may request them.
  • Applicable sub-permit fees are included in the main permit, so no separate fee is charged in the listed cases.
  • The general contractor should coordinate inspections.

Flood improvement review

When to Prepare a Substantial Improvement Application

Use the flood-review route when

  • Property is in a mapped flood zone
  • Building is not FEMA compliant
  • Project involves major repair
  • Project raises improvement value
  • Structure was damaged
  • Lower-level space may be altered

Prepare before filing

  • Complete construction scope
  • Detailed cost estimate
  • Structure market-value support
  • Existing and proposed plans
  • Elevation information
  • Non-conversion documents if required
Do not begin structural alteration before the determination. Westport’s regulations describe substantial improvement as qualifying repairs, reconstruction, alterations or improvements reaching 50% of the existing structure’s market value.
