Apply, Upload Plans, Schedule Inspections and Close a Troy Permit Without Missing a Step

Troy’s Building Department is paperless. Simple trade permits and certain exterior permits can be filed through BS&A Online, while projects requiring plan review or new construction must be submitted electronically in PDF format.

This guide shows exactly where to apply, what documents to prepare, how to search an existing permit, when inspection requests close, which department handles related work and what must happen before construction is covered or occupied.

Jurisdiction check

Confirm the Property Is Inside the City of Troy

Use Troy’s permit system when

  • The parcel is inside Troy city limits
  • The Troy Parcel Information Center finds it
  • BS&A lists City of Troy as the municipality
  • Troy zoning applies to the site

Verify before applying when

  • The mailing address is near another city
  • The property sits near a boundary
  • The portal cannot find the address
  • You only have a parcel number or owner name
Parcel-search trick: Troy’s parcel tool says to enter the address without a street suffix. Use “500 W BIG BEAVER,” not “500 W BIG BEAVER RD.”

Exterior Concrete May Not Need a Building Permit—but Check the Location

Within private property lines

The Building Department currently states that exterior concrete flatwork such as private driveways, service walks and patios within property lines does not require a building permit.

Right-of-way or utility work

A separate Engineering or right-of-way permit may still be required for work in the public right-of-way, an easement, a sidewalk approach or a connection to a City water, sanitary-sewer or storm-sewer system.

Do not use the concrete exception for public-area work. Call Engineering at 248-524-3383 before altering the approach, curb, sidewalk, easement or utility connection.
Online application steps

How to Submit a Troy Permit Without Creating Delays

Confirm the parcel and zoning first

Search the property using Troy’s Parcel Information Center and check the zoning map before finalizing the design.

Save: Official address, parcel ID, owner name and zoning district.

Choose BS&A or email plan review

Use BS&A for electrical, mechanical, plumbing, sewer and eligible roofing, window or siding permits. Email the Building Department for new construction and projects requiring plan review.

Complete the correct City form

Open the official document center and select the exact residential, commercial or trade application.

Use a clear project description

State the work, location, dimensions, use and affected building systems.

Better description: “Construct a 14-by-18-foot rear wood deck with stairs and guards at a single-family home.”

Upload one coordinated PDF package

Plans should be readable, properly dimensioned and consistent with the application, project value and specifications.

Suggested names: Permit-Application.pdf, Plot-Plan.pdf, Floor-Plans.pdf and Specifications.pdf.

Monitor BS&A and email

Watch for missing documents, plan-review comments, invoices and permit issuance.

Do not start work until: The permit is issued and required fees are paid.

  1. Open Troy’s Forms, Permits and Applications page.
  2. Scroll to Building Inspection.
  3. Open Building Permit Fees.
  4. Match the fee to the permit type.

  • Card minimum fee: $1.50
  • E-check up to $10,000: $3 flat fee
  • E-check of $10,000 or more: $6 flat fee

These are transaction charges from the online payment processor and are separate from permit fees.

Verify before paying: Open the permit record inside BS&A and confirm the address, permit number and fee description. Official records remain at Troy City Hall.
Current code framework

Ask Which Residential Code Edition Applies Before Final Design

Residential-code caution

Troy’s current code page notes that implementation of the 2021 Michigan Residential Code and residential energy provisions was paused while litigation continues.

The same page explains that the earlier residential-code provisions remain in effect during the pause.

Practical action: Ask the Building Department which residential edition and energy path govern the permit on the submission date.

Commercial and trade codes listed by Troy

  • 2021 Michigan Building Code
  • 2021 Michigan Plumbing Code
  • 2021 Michigan Mechanical Code
  • 2023 National Electrical Code
