Choose Permit or Written Exemption, Clear Flood Review and Pass the Correct Inspection
Do not begin with a generic building application. First decide whether the project needs a normal permit, qualifies for Tequesta’s new written residential exemption process, or requires an additional floodplain, zoning, drainage, fire or right-of-way approval.
This guide explains the BS&A application steps, required Universal Permit Application, wind-design documents, current fees, contractor registration, Notice of Commencement, virtual inspections and closeout requirements.

Village of Tequesta Building Department Contact Information
Confirm the Address Is Inside the Village Before Applying
Use the Village of Tequesta when
- The parcel is inside incorporated Village limits
- The Tequesta BS&A search finds the property
- Village zoning applies
- The Village is listed as permit authority
Verify jurisdiction when
- The mailing address says Tequesta but the parcel is outside Village limits
- The property is near Jupiter or a county boundary
- BS&A cannot locate the address
- The parcel record lists another municipality or county authority
Does the Work Need a Permit or a Written Exemption?
Minor work below $7,500
Some work on a single-family residence may qualify when the complete project value is less than $7,500.
Never eligible: Structural, electrical, mechanical, plumbing or gas work and work on property wholly or partly in an SFHA.
Temporary flood panels
Some temporary, non-load-bearing flood or storm-surge barriers may qualify when installed by a properly licensed contractor.
The property must not be in an SFHA, and zoning, drainage, easement and setback rules still apply.
Village approval first
The exemption is not automatic. Submit the exemption form, contract or value documentation and any required flood-panel documents.
Do not begin until the Village provides written approval.

Complete Floodplain Approval Before Building Permit Issuance
SFHA property
A Floodplain Development Permit is required before the building permit is issued when the project is in a Special Flood Hazard Area.
Elevation documents
Elevation Certificates are required for permitted work in the SFHA. A No-Rise or No-Impact Certification may be required for floodway work.
50% rule
Repairs or improvements that equal or exceed 50% of the building’s market value can be classified as substantial improvement or damage.
Prepare for flood review
- Flood-zone determination
- Current survey
- Existing Elevation Certificate
- Proposed elevations
- Fill and grading information
- Drainage details
Possible closeout documents
- As-built Elevation Certificate
- Engineer or surveyor certification
- No-Rise certification
- Floodproofing certificate
- Final floodplain inspection
- Certificate of Compliance

Show How Stormwater Will Stay Off Neighboring Property
New or substantially improved home
A lot-grading plan must demonstrate that runoff will not adversely affect adjacent property.
Structures over one story
Structures exceeding one story must incorporate gutters and downspouts that direct runoff to ground level or an approved below-grade system.
Added impervious area
Driveways, patios, pools, structures and artificial surfaces can increase required stormwater retention.
Drainage package
- Survey and property elevations
- Existing and proposed impervious area
- Swales and flow arrows
- Gutters and downspouts
- Required retention volume
- Engineer-designed retention where swales are insufficient
Dock and Seawall Rules Depend on the Waterway
Loxahatchee River
Dock or pier dimensions and configuration must follow the rules applicable to the Loxahatchee River segment.
Intracoastal Waterway
Setbacks, navigation, submerged lands and outside-agency approvals may affect the project.
Canal property
Canal width, neighboring structures, seawall position and waterway-control regulations can change the allowed design.
