Valuation-based projects
The City uses a tiered building-permit table after determining project valuation. For most structures, Rocklin references current ICC valuation information or documented actual value accepted by the Building Official.
Do not understate valuation. Include labor, materials and complete permanent construction scope.
New development
New homes, ADUs, additions and larger projects may trigger park, traffic, public facility, school, utility or other development fees beyond the Building Division charges.

SolarAPP+ Is Optional and Does Not Replace the Rocklin Permit
Who may qualify
Licensed contractors may use SolarAPP+ for eligible residential photovoltaic projects that meet the program checklist.
Who does not qualify
Rocklin states that owner-builder projects and projects including energy-storage systems are not eligible for this SolarAPP+ route.

Prepare access and documents
The property address must be visible. Keep approved plans and the inspection card on site. Obtain approval for plan revisions before further inspections.
Use the residential access form when nobody will be present
For a backyard inspection, post the completed Property Access Approval on the front door or gate and restrain animals. An adult must be present for inspections inside a home or garage.
Cancel before 8:00 AM when the site is not ready
Call the Building Division before 8:00 AM. Late cancellations or not-ready inspections may trigger the $176 reinspection fee.

2025 California Building Standards Apply to 2026 Rocklin Submittals
Effective January 1, 2026
Rocklin’s code-adoption notice states that the 2025 California Building Code became effective January 1, 2026.
A project qualified for the prior code only when the complete plan-review submittal was accepted by Building staff by the City’s December 2025 transition deadline.
“Complete submittal” matters
Uploading an unfinished request before a code deadline does not necessarily lock in an older code. Rocklin defined a complete submittal as one deemed complete by Building staff.
Ask which code cycle controls an older, revised, expired or reissued permit.
